1 Objectives
The objective of any constituted sub-group shall be to further the aims of the Association by:
· Formulating an industry-specific view on regulatory and compliance issues and by influencing regulation and legislation according to that position.
· Providing technical expertise and concerted specialist advice on specific matters to the association members.
· Co-ordinating and /or contributing towards responses on proposed regulation.
· Assisting in the development of the profile and positive image of the Association
· Facilitating networking within and outside of the association
· Taking a proactive approach to the specialist issues concerning the Sub- group

Responsibilities
· To provide a focal point for association members with common and shared interests. These are usually sector-specific
· To draft proposals for influencing environmental regulation
· To develop a communications network between subgroup members
· Initiatives to raise the profile and reputation of the Association
· Each sub-group should develop a rolling % year plan

Accountability
· Each full constituted sub-group shall be accountable to the EOSCA committee
· Each sub-group should produce an annual report on its activities. Verbal reports may be requested at committee and full association meetings
· Minutes of all properly constituted meetings shall be made. A copy of each set of minutes shall be sent to the secretariat and relevant matters discussed at committee and full association meetings where appropriate
4 Liaison
It is likely that the chair of each sub-group will be represented on the committee. Where this is not the case, a committee member will be assigned - usually the Chairman
5 Membership of Group
and Terms of Chairmanship
Relevant company members of the association can join the appropriate sub-group upon request. The Chair of each sub-group can be selected by appointment or election from the membership of the group. The chair of each group shall be appointed/ elected for a term of 3 years and be available for reappointment and/or re-election.
6 Quorum
Each group can only be quorate if one third of its membership are present, unless the total sub-group membership is 5 or less when the sub-group itself decides what constitutes “quorate”.
7 Confidentiality
The proceedings of all meetings shall be regarded as confidential to EOSCA except where agreed otherwise by a full meeting of the association.
